The current
situation has changed a lot from one year ago. There are mainly three changes.
The first is
the changes in the international situation. The overall situation for various
countries to resist and contain the Chinese Communist Party (CCP) has been made
clear and will continue to develop.
However, the CCP’s ability to damage the alliance of Western countries
cannot be underestimated. The CCP
and its friends in the business and academic circles have also spared no effort
to resist the anti-Communist trend in the world, especially the counterattack
on trade issues is very strong. The
Biden administration hesitated and was subject to internal pressures, with the
possibility of retreat at any time.
The outcome of this wave of games is not very clear, and our task is
still very important.
The second is
the changes in the domestic situation in China. The conflicts between the low-income
class and the CCP are deepening.
Meanwhile, the middle class and big capital have gradually changed from
a firm ally of the CCP to apathy or fiercely anti-Xi Jinping. This is manifest in a deepening of
internal conflicts within the CCP ruling cliques and an acceleration of the accumulation
of the anti-Xi Jinping sentiment.
The CCP leadership is facing new divisions. The conflict between the cliques that
support the open policy and Xi Jinping's retrogressive clique is developing
into a conflict that is difficult to reconcile. The duel between the two sides is
already inevitable, and we can consider how to increase the split between them
and create opportunities to change the system.
The third is
that changes have also taken place within the opposition at home in China and
abroad. The CCP has intensified its
instigation and smear campaign against the opposition at home and abroad. Its work to cut off the banner of the
democratic movement has entered a frenzied stage. Without the concern of losses, the
activities of spies and informants who were bought and penetrated into the
democracy movement have become more and more open. The methods of splitting the
pro-democracy organizations and groups have become more and more complex and
more efficient. It has also become
mixed with internal struggles among the various factions within the CCP,
overflowing to the opposition both overseas and domestically inside China.
Faced with
these changes of the situation, our goals also have some adaptive changes. Our main work continues, which is to
urge Western countries to increase pressure on the CCP on human rights and
trade issues. At the same time, we
will spread the idea of democracy and freedom into China in an effort to be
more prepared for a future democratic revolution in China.
On the basis
of the same theme, we need to add three aspects of our work.
The first is
that in addition to propagating the basic concepts of democracy and freedom, we
must also provide the Chinese people with a blueprint for a future
Chinese-style democratic system.
The first is that we will internally discuss and study this issue
overseas, and we also hope that people in China will be able to
participate. It is not necessary to
reach a complete conclusion, but there must be a basic direction to give
Chinese society a hope. This has
also been the request of the people inside China for many years.
The second is
to carry the banner of democracy movement well. Currently, the CCP agents have increased
the manufacture of public opinion that the pro-democracy movement is over,
there is no hope, and so on. This
is an important criterion for distinguishing these agents and informants. We should refute this unhealthy trend
tit-for-tat, identify the enemy and strike a blow in public opinion. Setting up and defending the banner of
the democratic movement is the best support for the resistance movement inside
China.
The third is
to strengthen united front work.
Although it is difficult to distinguish the factions within the CCP, any
action against Xi Jinping must be strongly supported. For those who oppose Xi Jinping, we must
be tolerant and supportive. For
those who have come to their senses we should encourage and treat them as
comrades. Democracy is not the
cause of small groups, but the common cause of most people. The participation in the revolutions may
not be in particular order, and the rebels deserve credit. The important thing is whether their
positions are on the side of the democratic movement or on the side of the
Chinese Communist Party. The goal
of striving for democracy for the Chinese people is the ultimate foundation of
our friendship and trust. False
friendship without principles and trust is the opium poisoning the democratic
movement.

目前的形势和一年前已经有了很大的变化。主要是三个方面的变化。
第一,是国际形势的变化。各国抵制以及遏制中共的大形势已经定型,而且还会进一步发展。但中共破坏西方国家联合的能力也不容低估。中共和他们在商业界和学术界的朋友们,也在不遗余力的抵制世界反共的潮流,特别是在贸易问题上的反攻十分强大。拜登政府犹犹豫豫,受到内部的压力,随时有退缩的可能。这一波博弈胜负并不十分明朗,我们的任务仍然十分重要。
第二,是国内形势的变化。低收入阶级和中共的矛盾正在加深;同时,中产阶级和大资产阶级从中共的坚定盟友,逐渐变化为冷漠或者激烈反习近平。这表现为中共统治集团内部矛盾加深,反习近平的情绪加快积聚。中共领导层面临新的分裂,支持开放政策的派别和习近平的倒退集团的矛盾,正在发展为难以调和的矛盾。双方的决斗已经难以避免,我们可以考虑怎样加大他们双方的裂解,创造改变体制的机会。
第三,海内外反对派的内部也发生了变化。中共对国内外反对派的挑拨和抹黑运动,比过去加大了力度。力求砍掉民主运动旗帜的工作,进入了疯狂的阶段。收买和渗透进民运的特务、线人活动越来越公开,不计较损失。分裂民运组织团体的手法越来越复杂,效率越来越高。其中还夹杂着中共各派内斗,向海外和国内反对派的溢出。
面对着这些形势的变化,我们的目标也有一些适应性的变化。主要的工作仍然继续。这就是促使西方国家在人权和贸易问题上,加大给中共压力。同时向国内更多地传播民主自由的思想,为将来的民主革命增添条件。
在主题不变的基础上,我们需要增加三方面的工作。
第一是除了宣传民主自由的基本理念,还要给人民提供将来中国式的民主制度的蓝图。首先是我们内部在海外就此讨论研究,也希望有可能国内的人参与进来。不一定要有完整的定论,但要有基本的方向,给中国社会一个希望。这也是国内民众多年来的要求。
第二就是扛好民主运动这杆大旗。特务最近加大制造的舆论,就是民运完蛋了,没希望了,等等。这正是辨别特务线人的重要标准。我们应该针锋相对地反驳这股歪风,识别敌人并且在舆论上给予打击。树立并且保卫民主运动这杆大旗,这对国内的反抗运动是最好的支持。
第三就是加强统战工作。虽然辨别中共内部的派别很难,但对于反对习近平的任何动作,都要大力支持。对于反对习近平的人物,要宽容和支持。对于幡然醒悟的人物,要给予鼓励并视为同道。民主并不是小集团的事业,而是大多数人的共同事业。革命不分先后,叛徒不及功劳。重要的是现在的立场是站在民运一方,还是在中共一方。为国人争民主的目标,是我们之间友谊和信任的最终基础。没原则、没信任的假友谊,是毒害民主运动的鸦片。
