China's "Moral Revolution" and "Political
Modernization"
-- Yan Jiaqi's Written Speech at the Overseas Chinese Democracy
Coalition 17th Congress on November 6, 2021
I know many people at the Wei Jingsheng’s
Overseas Chinese Democracy Coalition.
Among them, Wang Juntao is whom I have known the longest. In December 1978, I participated in the
conference where he founded "Beijing Spring" in Beipaifang Hutong
behind the Chinese Academy of Social Sciences.
The Beijing Democracy Wall movement from 1978 to 1979 can also be called
the Beijing Spring Movement.
The most important result of the Beijing Spring Movement left in the
contemporary Chinese history is that Wei Jingsheng put forward the concept of
political modernization. When (former
Chinese Premier) Zhou Enlai proposed the Four Modernizations, Wei Jingsheng
proposed the Fifth Modernization. If the
Four Modernizations are China's national goals for half a century, then it can
be said that the Fifth Modernization -- political modernization, is the guiding
principle of China's comprehensive modernization in the 21st century. Without political modernization, the Four
Modernizations will also stagnate or regress.
Political modernization is the goal of everyone striving for Chinese
democracy. In fact, political
modernization is the striving principle of the entire Chinese people. Those in power in China today are doing just
the opposite -- opposing political modernization, trying to restore the supreme
power for life, and return Chinese politics to the state of the Qing Dynasty
before the 1911 Revolution in China.
Since Zhou Enlai put forward the Four Modernizations, China has
gradually embarked on the road of opening up under the international
environment of global capital flow.
China has transformed from an agricultural country to a modern industrial
country. This is a great result created
by the entire Chinese people’s own hard work and wisdom
in the past half century and should not be damaged by the Chinese authoritarian
regime or anyone else. Just like the
industrialization and modernization process of other countries in the world history,
in an era without democracy and the rule of law, such as in Europe after the
Renaissance and the French Revolution, economic development would always be
accompanied by varying degrees of corruption.
This kind of corruption exists at the same time among those in power,
artists and in social lives. Take a look
at how the great rulers Cosimo de’ Medici and Lorenzo
de' Medici of Florence in the Renaissance treated those great artists Filippo
Lippi (1406-1469), Raphael (1483- 1520), etc.
The problems that arise in the development of capitalism must be solved
by capitalist rule of law and economic policies. Yet, today, China’s
capitalist land is shrouded in authoritarian politics. Consider outstanding artists such as Li
Yundi. His illegal activities should be
dealt with in accordance with law, yet he was struck and sanctioned by the
Cultural Revolution-style "moral revolution." In recent years, China has been regressing to
the Mao Zedong era, and a big new revolution is taking place and is destroying
art and civilization. This is the
"Great Moral Revolution." The
"Great Moral Revolution" is based on the name "anti-corruption
and morality" and incites populism.
Like the "Cultural Revolution," it is a "revolution"
leading to personal dictatorship and the establishment of a monarchy.
The Cultural Revolution started 65 years ago by criticizing the drama
"The Dismissal of Hai Rui" and the
attacking of (the so-called "conspiracy clique that is against the
CCP" by) Peng Zhen, Luo Ruiqing, Lu Dingyi, and Yang Shangkun. China's "Great Moral Revolution"
started with the anti-corruption and cutting off of Hu Jintao’s
right-hand man Ling Jihua. The Cultural
Revolution brought China's economy to the brink of collapse. The "Great Moral Revolution" in the
past decade has caused a severe recession in the Chinese economy, a flood of
populism, and a serious deterioration in foreign relations. China is on the eve of major changes. Today, it is even more important than ever to
put political modernization on the agenda.
But the first issue is to promote the emergence of major political
changes in China through public opinion at home and abroad.
The entire Chinese people, including the leaders who are with the
people, must mobilize. All Chinese at
home and abroad who agree to defend reform and opening up, to defend Hong Kong’s freedom, and to defend the peace of the Taiwan Strait,
must come together under the banner of political modernization -- to prevent
the current political retrogression in China, to strictly forbid undermining
the peace of the Taiwan Strait, and to promote the realization of China's
political reforms and political modernization.
China's future is bright. A
democratic, free, civilized, and politically modernized China is right in front
of us.

中国的「道德大革命」和「政治现代化」

魏京生海外民运联席会议的很多人,我都熟悉或认识,其中认识最久的是王军涛,1978年12月,我参加了他在社科院后面北牌坊胡同创办《北京之春》的会议。1978年到1979年的北京民主墙运动,也可以称为北京之春运动。
北京之春运动,在中国当代历史上留下的最重要的成果,就是魏京生提出了政治现代化概念。当周恩来提出四个现代化时,魏京生提出了第五个现代化。如果说,四个现代化是半个世纪来中国的国家目标,那么,可以说,第五个现代化——政治现代化,是21世纪中国走向全面现代化的纲领。没有政治现代化,四个现代化也将停滞或倒退。
政治现代化是为中国民主奋斗的所有人的目标,实际上,政治现代化是全中国人民的奋斗纲领。中国今天的当权者,正在反其道行之,反对政治现代化,企图恢复最高权力终身制,使中国政治回到辛亥革命前大清王朝的状态。
自从周恩来提出四个现代化以来,在资本全球流动的国际大环境下,中国逐步走上了对外开放的道路,中国从一个农业国,转变为一个现代工业国,这是半个世纪以来全中国人民依靠自己的辛勤劳动和智慧创造的伟大成果,不容中国专制政权和任何人损坏。就像世界历史上其它国家工业化、现代化进程一样,在没有民主法治的时代,如在文艺复兴和法国大革命后的欧洲,经济发展总是伴随着不同程度的腐败现象。这种腐败,在当权者、艺术家和社会生活中同时存在。看一看文艺复兴时代的佛罗伦萨那些伟大的统治者科西莫和洛伦佐是这样对待那些对杰出艺术家菲利波?利比(Filippo
Lippi,1406-1469)、拉菲尔(Raphael,1483-1520)等人吧。资本主义发展出现的问题,要用资本主义法治方法和经济政策来解决,而今天,由于今天中国的资本主义的土地笼罩在专制政治下,杰出的艺术家如李云迪,他的违法行为应以法处理,但竟然遭到了文革式「道德大革命」的打击和制裁。近几年来,中国正在向毛泽东时期倒退,正在发生一场新的、摧残艺术和文明的大革命,这就是「道德大革命」。「道德大革命」是以「反腐和道德」为名,煽动民粹主义,与「文革」一样,是通向个人独裁、建立帝制的「革命」。
65年前的文革是批判《海瑞罢官》和打击彭罗陆杨开始的,中国「道德大革命」,是从反腐败和砍除胡锦涛的右手令计划开始的。文化大革命使中国经济到达了崩溃的边缘,近十年来的「道德大革命」,造成了中国经济的严重衰退、民粹主义的泛滥成灾,对外关系的严重恶化,中国正处于大变革的前夕。在今天,更要把政治现代化提上日程。但首要的问题是,通过海内外的舆论,推动中国政治大变革的出现。
全中国人民,包括与人民在一起的领导者,要动员起来,凡是赞同保卫改革开放、保卫香港自由、保卫台海和平的海内外中国人,都要在政治现代化的旗帜下,走到一起来,阻止现在的中国政治大倒退,严禁破坏台海和平、推动中国政治大变革、政治现代化的实现。中国的前途,充满光明。一个民主、自由、文明的、政治现代化的中国,就在我们面前。
