Summary of the 17th Congress of the Overseas Chinese Democracy
Coalition
November 8, 2021
On November 6th and 7th, 2021, the 17th Congress of the Overseas
Chinese Democracy Coalition (OCDC) was held via the Internet. Nearly 60 representatives from more than a
dozen countries and regions in Europe, the United States, and Asia-Pacific,
including Mongolia and Tibet, attended the congress. Chairman Wei Jingsheng, Mr. Wang Juntao and
Mr. Wang Dan gave wonderful reports.
Representatives from various regions, nationalities, and organizations
also gave work reports. Many newly
joined young and middle-aged representatives gave speeches. The main time was used to discuss the current
situation and future work.
Everyone agreed that due to the increasing perversity of the Xi Jinping
clique of the Chinese Communist Party (CCP), the people of Hong Kong, Taiwan
and the Mainland China have further awakened.
Due to strong suppression by the CCP, the people on the Mainland rarely
have a chance to speak out. However,
dissatisfaction and even hatred towards the CCP has risen rapidly, yet the
foreign media failed to notice this rapid change. Our colleagues should recognize the impending
explosion inside of China and prepare for the changes in China.
One representative asked: Considering Xi Jinping’s inflammatory slogan
"The Great Rejuvenation of the Chinese Nation", does our democratic
movement need a different slogan? Mr.
Wei Jingsheng replied: The slogan put forward by the democratic movement since
the 1970s is that the Chinese nation needs a new life, not a
rejuvenation. Xi Jinping’s slogan
clearly implies a return to the emperor’s rule, which is to complete Deng
Xiaoping’s so-called Chinese model. This
traditional model is a model of autocratic politics to manage the market
economy. As early as more than a hundred
years ago, this model was rejected by people of insight in China. Striving for democracy and learning from
Western developed countries has long become a national consensus in China. Xi Jinping's “rejuvenation” is a going back
to old times.
During the Congress, many people put forward many feasible new ways of
working. In addition to persisting in
the effective work of many years, we should open up new areas for fighting for
human rights and democracy, especially opening up military struggles and
providing various protections to people with aspirations for democracy and
human rights within the Chinese Communist regime. We should provide various
protective measures, and provide those who strike back against the regime a
credit to gain opportunity and safety protection against their past crimes. This has have become the consensus and formal
policy of overseas democratic movements, with the intention to promote the same
to become a formal policy of the governments in democratic countries.
Many of the work methods that have been carried out for years are not
known to the public, or even to the pro-democracy colleagues. For example, Chinese feminist organizations
have spread the truth about Chinese women’s issues to Western societies for
many years, prompting global women’s circles to exert pressure and influence on
the CCP, which has achieved very good results.
At the same time, everyone also noticed that the Xi Jinping Group used
women's rights as an excuse to discredit political opponents and people in the
cultural circles, which also has reached a new climax. Dissidents, cultural elites, and even
factions within the CCP have all become the targets of sexual gossips in an
effort to strike their public reputations, which deserves public vigilance.
The current international situation is unprecedented in favor of
overthrowing the one-party dictatorship and establishing a new democratic
system. This Congress conducted in-depth
discussions on an "Outline of System Reform in China" and put forward
many opinions and insights. Everyone
believes that this outline has absorbed the experience and lessons of the
Western democratic system. Although it
is impossible to give a final conclusion now, it is the direction of the new
democratic system in the future. The
overseas democracy movement will continue to discuss this issue further and
provide it to people of insight on Mainland China as a reference.
Finally, the 17th Congress conducted the election of the new Coalition
organization. Mr. Wei Jingsheng
continues to serve as OCDC chairman. Ms.
Huang Ciping continues to serve as OCDC Secretary-General. Mr. Liu Gang of Denmark serves as the deputy
secretary-general for OCDC and also serves as the liaison for the European
region. Mr. Xiang Lin of Japan serves as
the Deputy Secretary-General for OCDC and also serves as the liaison person for
the Asia-Pacific region.
Some of the contents of the Congress are not suitable for being made
public, and are reserved for internal dissemination by overseas democracy
groups. Everyone agrees that this
Congress is very effective and practical, and it also reflects the unity, tacit
understanding and new enthusiasm among the various parts of the overseas
Chinese democracy movement. The next
step will also show a better situation.

中国民主运动海外联席会议第17届会议总结
2021年十一月六日、七日在网络上召开了中国民主运动海外联席会议第17届会议。来自欧、美、亚太的十多个国家及地区和包括蒙古、西藏的近六十位代表参加了会议。魏京生主席,王军涛先生和王丹先生都做了精彩的报告。各地区、各民族和各组织的代表也做了工作报告,许多新加入的中青年代表做了演讲。主要时间用于讨论当前形势和今后的工作。
大家一致认为,由于中共习近平集团的倒行逆施加剧,导致港台和大陆民众的进一步觉醒。大陆人民由于中共的强力镇压,很少有机会发声。但对共产党的不满甚至仇恨的情绪快速上升,而境外媒体没有能注意到这个快速的变化。我们的同道应该认清国内即将爆炸的形势,为中国的变局做好准备。
有代表提出:习近平的煽动性口号“中华民族伟大复兴”,我们民运是否需要有不同的口号?魏京生先生回答说:民主运动从七十年代提出的口号,就是中华民族需要新生,而不是复古。习近平的口号明显在暗示回到皇帝统治,也就是彻底完成邓小平所谓的中国模式。这个传统的模式,就是以专制政治管理市场经济的模式。早在一百多年前,这个模式就被中国的有识之士所否定。争取民主,学习西方发达国家早已成为民族共识。习近平的复兴是在开历史的倒车。
会议期间大家提出了许多可行的新的工作方式。在坚持多年来有效的工作之外,开辟争取人权民主的新领域,特别是开辟军事斗争和给中共内部倾向民主人权的仁人志士,提供各种保护性措施,给反戈一击的人士提供将功抵罪的机会和安全保障,成为海外民主运动的共识和正式的政策,并推动成为民主国家政府的正式政策。
很多已经开展的多年的工作方式,不被公众所知,甚至不被民运同道所知。例如中国女权组织多年来向西方社会传播中国妇女问题的真相,促使全球妇女界向中共施加压力和影响,取得了很好的效果。同时大家也注意到习近平集团以女权为借口,抹黑打击政敌和文化界人士,也走向了新的高潮。异议人士、文化精英以至于中共党内派系,无不成为绯闻社死的对象,值得公众引起警惕。
目前的国际形势则为前所未有的有利于推翻一党专政,建立新的民主体制。本次会议对一份《中国体制改革提纲》进行了深入的讨论,并提出很多意见和见解。大家认为这份提纲吸收了西方民主制度的经验和教训,虽然现在不可能给出定论,但却是将来新的民主体制的方向。海外民运将继续就此问题进一步研讨,提供给大陆有识之士参考。
最后大会进行了新一届联席会议组织机构的选举。魏京生先生继续担任主席。黄慈萍女士继续担任秘书长。丹麦的刘刚先生担任副秘书长,兼任欧洲大区联络人。日本的相林先生担任副秘书长,兼任亚太地区联络人。
会议的有些内容不适于公开,留待海外民运团体内部传播。大家无异议地认为这次大会非常有效和实际,也体现了海外民运各部分之间的团结,默契和新的热情。下一步的工作也将出现更好的局面。
