On September 7 & 8, 2021, Wei Jingsheng spoke at two special extra sessions of Club of Remy’s seminars with September 7 to be in Chinese and September 8 to be in English. The following is the speech by Wei Jingsheng.

Looking at the Reasons for the Failure of the United States in Light of History

The founding generations of the United States always won, but now they always fail. There are many similarities with the failures of ancient dynasties in history. Within, there seems to be some rules and the reasons as follows:

1) Because of its own strength, it has a mentality of depreciating others. This attitude will overestimate oneself, or underestimate one’s opponent. The same was true in ancient China. The most common scene when the emperor’s court discussed a crisis was how advanced and powerful the emperor’s country was, and it should not worry about the barbarian outsiders. Lack of crisis awareness so often missed best opportunities. After the enemy got strong, it sought opportunities to defeat and perish the country.

2) Generations of people have lived in a warm and comfortable environment, thus lacked adventurous spirit and chose appeasement instead. When encountering a crisis, they only knew to compromise and give up, and didn't want to pay the price to fight. The Song Dynasty in China was the most typical example. As a result, it finally retreated to where there was no way to retreat further, and the country was subjugated and people were slaughtered. There have been the theories about using preaching and negotiations to influence tyrants and foreign enemies in both ancient and modern times, and almost no good results have been heard.

3) When dealing with partners and allies, a country on the decline prefers to cultivate obedient and incompetent people, and reject and be hostile to people with ability, prestige and independent personality. The popular saying is that such a country prefers to groom running dogs and dislikes allies with independent personalities. Both the ruling class and ordinary people have this tendency due to human weakness.

4) Americans are very proud, unwilling to understand the national conditions of other countries, and like to measure and judge issues according to their own national standards. The mistakes caused by this attitude could be very big, and some low-level and huge mistakes were made. For example, the judgment of the Kuomintang government in the 1940s; the judgment of the Chinese Communist regime in modern times; the judgment of some Muslim governments in modern times have caused these countries to regress or lose people who could be America’s friends.

5) Due to excessive protection, the government of the protected country is no longer the government that bears full responsibility. Because of their own bureaucracy, the Americans did not seriously monitor and restrict these governments. These foreign governments naturally tend to ignore the interests of their countries and their people, and only care about satisfying the interests of private individuals and small groups. Corruption of all kinds accelerated, and people in these countries renounced such kind of governments, and officials were irresponsible because they don't have a sense of crisis. Iraq and Afghanistan are the typical examples for this. The opposite examples are Israel and Taiwan, where everyone knows that if they don’t work hard and are not responsible, their country will perish. So there is no need for the full protection of the United States, and they will not be as vulnerable as Afghanistan.

6) The American electoral system makes it easier for obedient and incompetent leaders to come to power. The capitalists control politics, thus the politics is no more of all the people. Politicians without military knowledge commanded the military, which caused the sudden collapse of the Afghan military. Being accustomed to playing games but not fully understanding military strategy is one of the reasons.

Of course, the above mentioned are only the main and key reasons, not all of them. Otherwise, we will need tens of thousands of words for every story to be all-encompassing.

2021 年 9 月 7 日和 8 日，魏京生在 9 月 7 日（中文）和 9 月 8 日（英文）在雷米俱乐部的研讨会上的两个特别研讨会“我们可以从这五场战争中学到什么”上做了有关“结合历史看美国失败的原因”的演讲。以下为他的讲话提纲。

结合历史看美国失败的原因

美国开国几代前辈总是胜利，现在总是失败，和历史上古代王朝失败，有许多相似之处。这里边似乎有些规律，究其原因如下：

1）由于自身强大，有轻视别人的心态。这会过高估计自己，或者过低估计对手。中国古代也这样，朝廷议论危机时最常见的场景，就是天朝如何先进强大，蛮族不足为虑。欠缺危机意识，所以经常错失良机；待敌人强大后，被敌人寻找机会击败并亡国。

2）几代人生活在温暖舒适的环境中，冒险精神缺失，绥靖主义上升。遇到危机只知道妥协退让，不想付出代价去争取。宋朝是最典型的例子，结果最终退无可退，亡国灭种。古代和现代，都有企图用说教和谈判感化暴君和外敌的理论，几乎没听说有好的结果。

3）在对待伙伴国和盟友的时候，喜欢培养听话和无能的人，排斥和敌视有能力、有威望和独立人格的人。通俗的说法是喜欢养走狗，不喜欢有独立人格的盟友。无论统治阶级和普通人，都有这种出于人性弱点的倾向。

4）美国人很骄傲，不愿意了解别国的国情，喜欢按照自己国家的标准衡量和判断事情。这样造成的误差非常大，犯一些低级而又巨大的错误。例如四十年代对国民党政府的判断；现代对中共的判断；现代对一些穆斯林政府的判断，都造成了这些国家的倒退，或者失去了美国的朋友。

5）由于受到过度保护，受保护国的政府不再是承担全部责任的政府。美国人出于自身的官僚作风，没有认真地监督和制约。他们自然倾向于无视国家和人民的利益，只顾满足私人和小集团的利益。各种腐败加速滋生，人民离心离德，官吏因为没有危机感所以不负责任。现在的伊拉克和阿富汗就是典型。反面的典型是以色列和台湾，所有人都懂得不努力不负责就要亡国。所以不需要美国全面保护，也不会像阿富汗那样不堪一击。

6）美国的选举制度造成听话无能的领导人更容易上台。资产阶级控制政治而不是全体国民的政治。没有军事知识的政客指挥军事，造成了阿富汗军事一边倒崩溃。习惯于玩游戏而不懂军事，是原因之一。

当然上面谈到的只是主要和关键原因，不是全部。否则每一个故事都要写几万字才能包罗万象。
