Speech at the Commemorative Conference Observing the 63rd Anniversary of the Tibetan Uprising Day

63 years ago, because the Chinese Communist Party (CCP) went against the will and reality of the Tibetan people and did not keep its own promises, it started the so-called reform of communism which resulted in a strong resistance from the Tibetans. This resistance was brutally suppressed by the Communist army, with blood flowing like rivers. After decades of repression, Tibet's religion and culture have been devastated, and people's human rights and dignity have been trampled on. Many Tibetans have been forced into exile in foreign countries and have not been able to return to their homeland.

Resisting the tyranny of the CCP is not only the desire of the people of all ethnic groups, but also in the interests of the people of all ethnic groups. The CCP's oppression and exploitation are based on the one-party dictatorship. The CCP’s oppression and exploitation does not distinguish between ethnicity and genders. Men and women, young and old, all suffer under the yoke of the CCP. Regardless of gender, age, or nationality, all the people are resisting the tyranny of the CCP. All oppressed people should unite under the banner of democracy and freedom, and form a long-term resistance to the CCP, so that the CCP is submerged in a vast ocean of the resistance struggle by people of all ethnic groups.

Will the Communist Party sit there waiting for us to overthrow it? Of course not. Besides the CCP continuing to pursue a policy of brutal repression and ruthless strikes, its most capable tactics are its strategy of splitting and disintegrating in an effort to breaking the people into pieces. How to disintegrate? Instigate discord within various resistance groups, and instigate dissension between various resistance groups to create conflicts. This is a traditional and often effective policy of the Communist Party.

Communist spies are like wolves in sheep's clothing. They are well disguised, pretend to be your friends. They speak beautiful language by your side, sounding like your friends. But what these disguised “friends” do is to sow discord between people within a group, and weaken and disintegrate the unity of the people of resistance. They create conflicts and divisions among the resistance groups of various ethnic groups, use these conflicts and divisions to create infighting, weaken and disintegrate the unity of the resisters, and ultimately achieve the effect of eliminating the resistance forces.

There was Aesop's fables in ancient Western times. One of them was about a crow that got a piece of meat and stood triumphantly on the tree branch. When a fox saw it, he praised the crow and said, "How beautiful your feathers are and how wonderful your song is." The crow was so excited that he began singing and dropped the meat in his mouth to the ground. A fox can't climb a tree, but it can use tricks to make the meat fall to the ground by itself.

Many of our friends will not submit to the Communist regime. But communist spies can split you and your friends in the way to make that meat fall into the communist conspiracies. We must have an indomitable spirit in the struggle against the CCP, and we must always be alert to the conspiracy of wolves in sheep's clothing to sow discord. The solidarity of nationalities and resistance groups is the source of our strength. This unity must be particularly cherished and protected in order to win the victory for all of us.

63年前，由于中国共产党违背西藏人民的意愿和现实，不遵守他们自己的承诺，开始了共产主义化的所谓改革，引起了藏族人民的强烈反抗。这个反抗遭到了共产党军队的残酷镇压，血流成河。持续几十年的镇压，西藏的宗教、文化遭到了毁灭性的摧残，人民的人权和尊严被践踏。许多藏人被迫流亡异国他乡，至今不能回到自己的家乡。

反抗共产党的暴政，既是各族人民的愿望，也是各族人民的利益。共产党的压迫和剥削，是建立在一党专政的基础上的。共产党的压迫和剥削，是不分民族和性别的。男女老幼无不在共产党的魔爪下受苦受难。反抗共产党的暴政，也不分男女老幼和民族。所有受压迫的人，都应该团结在民主自由的大旗下，对共产党形成长期的反抗，让共产党淹没在各族人民反抗斗争的汪洋大海之中。

共产党会坐在那儿等着我们去推翻吗？当然不会，他们除了继续推行残酷镇压、无情打击的政策外，最拿手的就是分化瓦解，各个击破的战术。怎样分化瓦解呢？在各个反抗团体内部挑拨离间，在各个反抗团体之间挑拨离间，制造矛盾，是共产党传统的，也是经常有效的政策。

共产党的特务们就象披着羊皮的狼，伪装得很好，好像是你的朋友一样。他们在你的身旁说着漂亮的语言，也像你的朋友一样。但这些伪装的朋友所做的事情，是挑拨各个团体内部人与人之间的矛盾，削弱和瓦解反抗者的团结。中共在各民族的反抗团体之间制造矛盾和分裂，利用这些矛盾和分裂制造内斗，削弱和瓦解反抗者的团结，最终达到消灭反抗力量的作用。

西方古代有个伊索寓言。其中的一个故事是说乌鸦得到了一块肉，站在树枝上得意洋洋。一只狐狸看到了，就夸奖乌鸦说，你的羽毛多么美丽，歌声多么动听。狐狸说得乌鸦心花怒放，哇的一声就把嘴里的肉掉到了地上。狐狸不能上树，但它可以用诡计让肉自己掉到地上来。

我们的很多朋友不会向共产党屈服。但共产党的特务会让你和自己的朋友分裂，就像那块肉一样掉到共产党的阴谋中去。我们要有对共产党斗争的不屈不挠的精神，也要随时警惕披着羊皮的狼挑拨离间的阴谋。各民族和各反抗团体间的团结，是我们力量的源泉。要特别珍惜和保护这个团结，才能赢得我们大家的胜利。
