2022 Spirit of Freedom Award Dedication to Qi Zhiyong

The
Independent Federation of Chinese Students and Scholars (IFCSS) Council has
decided to award the IFCSS 2022 Spirit of Freedom Award to Mr. Qi Zhiyong, who
is currently residing in Beijing, China. Qi Zhiyong, aged 66, is from Beijing.
He is a witness and disabled victim of the Tiananmen Square Massacre, and a
renowned disabled human rights defender.
During
the June 4th, Tiananmen Square Protest, 1989, as an ordinary oil worker at a
Beijing construction company, 33-year-old Qi Zhiyong actively participated in
the Tiananmen Square Students Protest. Between June 3rd evening to June 4th, he
witnessed the Chinese Communist government ordering the fully-armed military
with guns and tanks to cruelly suppressed the protesting students on Tiananmen
Square. Unfortunately, the soldiers also shot both of his legs during this
entire process, which resulted in the amputation of his left leg. After the
Tiananmen Square Massacre, Qi Zhiyong faced enormous financial difficulties due
to his disability. However, he continued his political beliefs in revealing the
truth about Tiananmen Square Massacre, democracy, freedom, anti-corruption,
etc. In the past decades, he had actively utilized media platforms to reveal to
the public his own story and witness testimony on June 4th, 1989. Meanwhile, he
also engaged in looking for other disabled victims from Tiananmen Square
Massacre. He documented their names and stories in a list as evidence to expose
the massacre that the Chinese government attempted to cover up. In February
2006, the government put him under immediate house arrest because of his
participation as a volunteer coordinator in a national-wide hunger strike to
protest the government’s persecution of human rights activists. In 2011, the
government kidnapped him for his involvement in the Chinese Jasmine Revolution.
The government detained him in a small room, insulted him with abusive words,
and tortured him physically and emotionally. For years, because his political
beliefs are against the Chinese Communist government’s profits, the National
Security Agency put him under severe surveillance, summoned, kidnapped, and
illegally detained him frequently. In addition, the China Disabled Persons'
Federation refused to provide any assistance and benefits that he qualified for
because of his political opinions and activism.
Despite
being under the dictatorship, Qi Zhiyong persisted in seeking justice for the
victims of the Tiananmen Square Protest 33 years ago by testifying to the media
about his personal experience during the Tiananmen Square Massacre. Furthermore, he continued to advocate
for the suppressed disabled human rights cause in China. He faced long-term and
severe inequality and persecution from the tyranny, yet still adhered to the
firm belief in the pursuit of democracy in China and has made tremendous
sacrifices for the cause of human rights in China. IFCSS salutes Qi Zhiyong's outstanding actions, and thus
awards the 2022 Spirit of Freedom Award to him.

全美学自联2022年自由精神奖给齐志勇先生的颁奖词
全美学自联理事会决定将2022年度全美学自联自由精神奖颁与现居北京的齐志勇先生。齐志勇，66岁，北京人，六四亲历者、伤残者，著名残疾人人权捍卫者。
1989年六四期间，身为一个普通北京建筑公司的油工，33岁的齐志勇在北京积极参与了天安门广场的学生游行运动。在6月3日傍晚至6月4日其亲眼目睹中共政府下令调遣全副武装的军队和坦克，残酷血腥的镇压了当时在广场上的游行抗议的学生。其自身也在亲历整件事情的过程中不幸遭军人机枪扫射，双腿中弹，最终导致左腿高位截肢。六四之后，其因身体残疾生活窘迫，但仍然秉持对六四真相、民主自由、反腐倡廉等政治理念的追求。多年来持续向外界讲述其在北京的亲身经历，以此为证去解露中共政府意图掩盖的六四真相。同时走街串巷，探访并收集在北京的六四伤残者名单，积极参与中国残疾人维权运动。2006年2月其参与了全国性接力绝食活动并担任义工联系人，遂立即遭政府软禁关押。2011年中国茉莉花革命期间，政府将其强行绑架，软禁在小黑屋；羁押期间，对其进行了极大的言词侮辱，精神及身体折磨。多年来，因其政治诉求极大冲撞了中共政权利益，致使其连年遭受国保的严密监视、传唤、绑架，及非法羁押，甚至中国残联会数年拒绝向其给予平等的残疾人补助待遇。
齐志勇身处独裁暴政之下，持续为33年前六四惨案的死伤者讨要说法，不断向世界报道解露中共政府犯下滔天血案的真相，与此同时为国内残疾人的人权事业持续发声。面对从暴政而来的长期打压和不平等待遇，其身为六四伤残者，依旧秉持对中国民主追求的坚定信念，并为中国人权事业付出巨大的牺牲。全美学自联对齐志勇的突出表现予以敬意，并特授其2022年全美学自联自由精神奖。
