Today, as
leaders of countries in the Asia-Pacific region gather to talk about global
development, the Chinese Democracy Movement has announced that we will hold a
Congress to discuss plans to stop the corrupt and oppressive rule of the
Chinese Communist Party (CCP) and establish a democratic China. As a political force responsible for
China's future and the world's, we should explain our reasons and share our
plans with the public.
We are
organizing this Congress because the Chinese people are facing deep problems
and need to be rescued by creating a democratic China. China is currently in a crisis -- the
darkest period in over 40 years!
After 30 years of corrupt and oppressive rule under Deng Xiaoping, the
new CCP leader, Xi Jinping, has established an authoritarian system where the
CCP controls all of China, and Xi controls the CCP. This has caused serious political,
economic, social, and cultural disasters in China. People from all walks of life in China
are eager to end the CCP's tyranny and Xi's dictatorship. Centuries of global political
development experience and China's two millennia of political disasters prove
that only a free and democratic system can put an end to tyranny, achieve
fairness in development, and ensure long-term stability and security for the Chinese
people.
We are hosting
this Congress because global peace and development require the establishment of
a democratic China as a reliable guarantee. Xi Jinping, with his absolute power, has
tried to use China's resources to reshape global peace and order, challenging
the free world's rules.
Authoritarian China, under the CCP's leadership, has become the biggest
disruptor of world peace and the greatest threat to freedom and democracy. Therefore, the key to security and
development in the Asia-Pacific region and the world is not just reaching
consensus among regional countries but also ending the autocratic rule of the
CCP, eliminating the greatest hidden threat to global peaceful development, and
creating a democratic China that can provide a solid foundation for world
peace, order, and governance. At
that point, the Chinese people's hard work, wisdom, and cultural heritage can
truly become constructive resources for human development.
We are hosting
the Congress on China's Directions because building a democratic China requires
a comprehensive and practical plan.
For centuries, people in various countries, including China, have
aspired to freedom and democracy for their nations. However, achieving this goal has often
been difficult and costly. Today,
only a few countries have successfully established democratic systems, while
most still struggle to do so. In
China, where communism's tyranny has destroyed almost all constructive
resources, creating a democratic China demands not just strong belief and
dedication but also a responsible and rational approach. People from all walks of life in China
understand that democracy is the institutional foundation for healthy
development, but they fear the brutality of a dictator who doesn't even spare
his own relatives and worry about unexpected risks in building a democratic
nation. The Congress on China's Directions aims to explore democratic
practices, analyze China's unique conditions and challenges, and propose a plan
for the type of democratic system to create and the steps to make it a reality.
We are hosting
the Congress on China's Directions out of our long-standing sense of
mission. Since the beginning of our
calls for conscience and political struggle, we have firmly believed that only
democracy can bring security, dignity, and justice to the Chinese people. In 1978, we proposed the "Fifth
Modernization - Democracy" because we recognized that economic and
technological progress alone couldn't ensure long-term security and justice in
China. Despite the CCP's autocratic
rule, we launched a massive democratic movement in 1989. Today, as China stands at a crossroads
and the world watches closely, we are ready to step forward and take on the
historic responsibility of exploring the creation of a democratic China.
For these
reasons, we, Wei Jingsheng, Wang Dan, Wang Juntao, and other Chinese democracy
activists have decided to organize and promote the Congress on China's
Directions. We sincerely invite
people from all walks of life to support the Congress, join us in discussing
ways to end tyranny, and work together to create a democratic China. Our goal is to secure a reliable, safe,
and bright future for humanity, for ourselves, our descendants, and a future
that upholds human rights, democracy, justice, and the rule of law for all.

今天，在亚太地区国家首脑聚会商议世界发展大计之际，中国民主运动宣布，我们将举行国是会议，商议结束中共腐败暴政，建立民主中国的方案。作为对中国和世界的前途负责任的政治力量，我们应该向公众解释我们的理由和介绍我们的设想。
我们举办国是会议，是因为深处深重灾难之中的中国人民需要创建一个民主中国获救。当今中国处于危难之中，是四十多年来的至暗时刻！在邓小平腐败暴政三十年之后，中共新任党魁习近平建立全国姓党、全党姓习的专制独裁体制，在政治、经济、社会、文化给中国深重的灾难。曾经的有权有势者没有安全，一直以来的无权无势者没有公平。中国各界迫切期盼结束中共暴政和习近平独裁。人类数百年政治发展的成功经验和中国两千年政治灾难证明，只有自由民主的制度，才能结束暴政、实现公民公平分享发展的果实和长治久安的安全的理想。
我们举办国是会议，是因为世界和平发展需要创建一个民主中国作为可靠的保障！在成功地实现绝对独裁之后，中共党魁习近平又企图以中国的财力物力，改写自由世界主导的世界和平秩序和规则，称霸世界；中共独裁党魁领导的专制中国也已成为世界和平的最大捣乱者和自由民主事业的最大威胁。因此，今天的亚太地区和世界的安全与发展的关键，不是达成一个亚太地区各国同床异梦的共识，协调各国，这是自欺欺人，而是要结束中共专制暴政，消除人类和平发展的最大隐患，创建一个民主中国，让中国成为维护世界和平秩序和规则的坚实基石；那时，中国人民的勤劳智慧和文明禀赋才能真正成为丰富人类发展的建设性资源。
我们举办国是会议，是鉴于创建一个民主中国，需要周全、可行的操作方案。数百年来，各国人民包括中国人民都怀抱过自由民主建国的理想，为此都走过曲折艰难的道路，付出惨重的代价，但今天，只有少数国家在劫难中成功地建立了民主制度，多数国家仍然艰难地民主建国。在一个共产主义专制暴政摧毁几乎所有建设性资源的中国，创建一个民主中国，不仅需要坚定的信念和激情的投入，而且需要负责的态度和理性的智慧。今天的中国各界不是不知道民主才是中国健康发展的制度保障，而是恐惧独裁者六亲不认的凶残，顾虑创建民主国家的不测风险。国是会议，就是要探讨人类民主实践的经验和教训，分析中国国情和问题，提出创建一个什么样的民主国家的民主建国方案和如何创建这样的国家的转型行动方案，让创建民主中国成为一个相信实现的进程。
我们举办国是会议，是出自我们长期奋斗的使命感。我们自开始良心的呼唤与政治的奋斗之时，就坚信只有民主才能给中国人民安全、尊严和公正。为此，我们中国民主运动早在1978年就提出“第五个现代化”，指出仅仅经济和科技发展不能给中国带来可靠长远的安全和公正；并在1989年发动声势浩大的民主运动。我们在中共专制暴政最肆虐猖獗的至暗时刻，不计个人代价高擎民主自由之火炬！今天，当中国再次站在何去何从的十字路口、人类世界忧虑凝视中国的去向时，我们愿意挺身而出，承担起探讨创建民主中国的历史重任！
有鉴于上述理由，我们，魏京生、王丹、王军涛，中国民主运动人士，决定倡导举办国是会议，我们诚邀各界支持国是会议，与我们一道探讨结束暴政、创建民主中国的方案，为中国、为人类、也为我们自己以及我们的后代，拼搏一个可靠、安全和光明的未来，一个有着充分的人权、民主、公正与法制的未来。
