First of all,
I would like to thank my friends for providing their ideas and doing their part
for the future of democracy, freedom and rule of law in China.
Under the
one-party dictatorship of the Chinese Communist Party (CCP), no one is safe or
free from exploitation and oppression.
Even if a small group of people temporarily enjoy privileges, there is
no guarantee that they will enjoy their rights and protections forever. There is no legal protection and no
human rights. Even if you make some
money, it is temporary. Changes in
the CCP’s policies and authoritarian politics may wipe them out at any
time. Even members of the
privileged class only enjoy temporary privileges and may become prisoners in
various prisons at any time.
Since the
1990s, with the help of Western governments' appeasement policies, economic
development in China has concealed these cruel realities. But economic development without legal
protection is now unsustainable.
Conflicts inside China and abroad are becoming more and more intense, as
are the conflicts between various classes within China, and the internal
conflicts within the CCP. This
situation is one in which the CCP regime is about to collapse.
The manner in
which the collapse occurs may be difficult to predict, and the occurrence of
the collapse may not be too far away.
How to deal with various possibilities is an issue that our comrades
fighting for democracy and freedom need to consider. How to guide possible changes to
establish a democratic and human rights system in China is the work we need to
start. The people need us to point
out the right direction in advance, and China needs us to give advance
plans. Like the Continental
Congress that preceded the founding of American democracy, this is necessary to
prevent the society as a whole from losing its bearings.
These are the
important meanings of our Congress on China’s Directions. It is also the undertaking that we must take
seriously. Thank you all for your
serious participation and the achievement of great results.

2024年中国民运行动与任务
-- 魏京生在伦敦「国是会议」欧洲恳谈会上的发言
首先感谢朋友们来提供自己的想法，为了中国的民主自由和法治的将来，尽自己的一份努力。
在中共的一党专制统治下，没有人是安全的，没有人可以不受剥削和压迫。即使有一小撮人暂时享受着特权，也不能保证永远享受权利和保障。没有法律保障，没有人权，即使你赚到了一些钱，那也是暂时的。中共政策的变化和专制的政治，随时都可能让他们化为乌有。甚至特权阶级的成员，也只是暂时享受着特权，随时可能成为各级监狱的犯人。
上世纪九十年代以来，在西方政府绥靖政策的帮助之下，中国经济的发展掩盖了这些残酷的现实。但没有法律保障的经济发展现在已经无法持续下去了。国内国外的矛盾愈演愈烈，国内各阶级之间的矛盾也是愈演愈烈，共产党内部的矛盾也是愈演愈烈。这样的局面，就是中共政权即将崩溃的局面。
崩溃的方式可能很难预测，崩溃的发生可能不会太远了。如何应对各种可能性，是我们争取民主自由的同志们需要考虑的问题。如何将可能的变局引导向建立民主人权的制度，是我们需要开始的工作。人民需要我们提前指明正确的方向，中国需要我们给出提前的设计。就像建立美国民主国家之前召开的大陆会议一样，这是避免整个社会失去方向的必须的工作。
这些，就是我们召开国是会议的重要意义。也是我们必须认真从事的事业。谢谢大家认真参与，并取得成果。
