The New

From January
20th to 21st, the European Conference in Preparation of the Congress on China’s
Directions for Opinion Collection and Discussion was held in London. It was jointly organized by the Overseas
Chinese Democracy Coalition, the Chinese Democratic Party Headquarters in UK,
and the Sino Euro Voices.
What Is the "the Congress on China’s
Directions"?
Wei Jingsheng,
Wang Dan, and Wang Juntao initiated in San Francisco the idea to hold "the
Congress on China’s Directions" at home and abroad. Its goals and tasks are to discuss plans
to end the corruptive tyranny of the Chinese Communist Party (CCP) and to
establish a democratic China as a political force responsible for the future of
China and the world, as well as an indispensable part of the international
democratic camp. Only when all the
Chinese people wake up, have faith, enhance awareness, and are full of
confidence, can the establishment of a constitutional democratic system in
China have its hope and vision.
Why hold "the Congress on China’s
Directions"?
Wei Jingsheng
pointed out: Under the one-party dictatorship of the Chinese Communist Party
(CCP), no one is safe or free from exploitation and oppression. There is no legal protection and no
human rights. Even if one gains
power for a while, it is temporary and no one can escape this bad fate.
China is in
crisis today. It is in its darkest
moment in more than 40 years!
Conflicts inside China and abroad are becoming more and more intense, as
are the conflicts between various classes within China, and the internal
conflicts within the CCP. This
situation is one in which the CCP regime is about to collapse.
When will it
collapse? How will it
collapse? It is difficult to
predict and judge. Directing
possible changes to establish a system of democracy and human rights is the
work we need to start. We need to
design and propose plans in advance, just as the Continental Congress preceded
the founding of the United States.
This is the essential work to prevent the entire society from losing its
direction.
Establishing a Constitutional Democratic
System Is Everyone’s Responsibility
Wang Guanru,
Chairman of the Chinese Democratic Party Headquarters in UK, was one of the organizers
of the Conference in London. His
speech: the European Conference in Preparation of the Congress on China’s
Directions for Opinion Collection and Discussion is very important. We jointly shoulder the mission of
changing China's history. Our goal
is to end the corruption and dictatorial rule of the CCP, and strive to build a
free, democratic, and fair China.
The Chinese people are eager to end tyranny and dictatorship. Only through a free democratic system
can we get rid of tyranny and dictatorship, achieve fair development, promote
national prosperity and stability, and at the same time contribute to global
peace and development.
Taiwan, as a
model of democracy, has a lot for us to learn from. This Congress on China’s
Directions symbolizes the collective wisdom of the development of modern
China's democratic constitutional government and national destiny. We look forward to this Congress to
gather wisdom from all fields around the world and providing a solid path for
ending the tyranny of the Chinese Communist Party and establishing a
constitutional democratic system.
This "Congress on China’s Directions" will be a moment of
gathering strength. We must work
together to build a broad democratic revolutionary alliance and work closely
with major democratic forces such of Taiwan, Hong Kong, Tibet, Uyghur, and
Southern Mongolia to establish a big alliance of democratic revolution and
jointly promote and establish a constitutional democratic system in China for
the future.
Most Wanted Men's Voices
Participants
Johnny Fok and Tony Choi, are among the most wanted political activists having
recently been issued with a million-dollar bounty each by the National Security
Department in Hong Kong.
Johnny Fok and
Tony Choi made impassioned speeches at the conference, expressing their disdain
for the Hong Kong National Security Law that tramples on Hong Kong's freedom
and democracy. They long for and
hope that Hong Kong can restore a truly fair and just democratically elected
Legislative Council, rather than one appointed by the Chinese Communist
government with a small group of people packaged for the so-called
"election". They called
on Hong Kong people to be vigilant, proposed an initiative to conduct online
voting, and fought to maintain the freedom and democratic movement that Hong
Kong once had.
The venue gave
Johnny Fok and Tony Choi warm applause.
One friend said: "You are the heroes of the Hong Kong people! You are the heroes of the Chinese people
in the world!"
Taiwan Stands On the Side of Chinese
Democracy
A speech by
Dr. Jhy-wey Shieh, Taiwan's ambassador to Germany: Taiwan had been under
martial law for 38 years, and Taiwan's road to democracy has gone through a
difficult journey, so I understand the hardships and tribulations Chinese democratic
movement faces. Over the past more
than a decade, I have always stood firmly on the side of Chinese
democracy. Taiwan must participate
in China's democratic cause. When
China is not democratic, Taiwan is not safe. People often say that Taiwan is a model
and beacon of democracy for Asia and the Chinese-people in the world. In fact, the light and electricity of
democracy emitted by Taiwan not only shine on whole Taiwan, but also on Chinese
societies around the world.
As we all
know, the crisis and confrontation in the Taiwan Strait have existed for more
than 70 years. In fact, it is not
as simple as "unification" and "independence". It is about the Taiwanese people
maintaining and adhering to a free and democratic way of life and not being willing
to be arbitrarily changed by other people and other countries. This is also in line with the spirit of
the Universal Declaration of Human Rights.
On January 13, Taiwan held its eighth presidential election. Lai Ching-te of the Democratic
Progressive Party won the election.
The CCP and its agents in Taiwan insisted that it was a choice between
"war vs. peace". However,
its essence is a choice between "freedom and democracy vs.
authoritarianism”.
As what was in
the past, U.S. Secretary of State Blinken has repeatedly warned the world:
"The conflict in the Taiwan Strait is not an internal matter of mainland
China but concerns the whole world."
On January 17, Blinken once again said in Davos: If trade
(transportation) in the Taiwan Strait is disrupted, it will affect the entire
earth, and "this is the last thing we need now." He also noted that this is a "very
specific reason" to maintain peace, as Taiwan plays a role
disproportionate to its size in the global economy.
I have deep
confidence in China's democratization.
When united with the Chinese people who are persecuted by the CCP
rulers, along with we the Taiwanese, Hong Kong people, Tibetans, Uighurs,
Southern Mongolians, etc., China's constitutional democratic system will surely
be able to be accomplished!
China's Political Transformation is at Our
Feet
Wang Juntao’s
speech: Since 1976, I have experienced the Chinese democracy movement for more
than 40 years. I have done street
movements, run correspondence schools, published journals, fought in elections,
and been in jail. It can be said
that except the uprising in arms, I have experienced all of the action an
opposition movement could have in the world.
Over the past
40 years, the biggest realization and feeling I have is that China’s democratic
movement must rely on its own strength.
Before we went into exile overseas, Mr. Wei Jingsheng and Mr. Wang Dan
and I had all thought we could get a lot of support because we were fighting
for democracy. But this was not the
case. After the 1989 Democracy
Movement, if you say that you came from Tiananmen Square, everyone from the
president to congressmen would come to see you. Now, not so even if Wei Jingsheng, Wang
Dan and I sit together.
Today, China
has truly reached a moment of great change, because Xi Jinping’s dictatorship
and despotism are perverse and contrary to the will of the people. China is now suffering from disasters
everywhere. From the elite to the
common Chinese, people have no hope in the CCP. China has once again reached a time of
transformation. But now in the
Western world, neither those who recognize the CCP clearly nor those who do not
recognize the CCP clearly have yet seen this prospect.
However,
Anglo-Saxon British and American politicians privately feel worried and
terrified. A powerful military and
economic presence has posed a threat to the liberal democratic world. Can the rise of a non-Western civilized
country be able to integrate with Western countries? Is it true that it even wants to compete
with the democratic and free world for the leadership in the world?
The issue is:
Xi Jinping himself created a good opportunity for us. When he makes China very bad, it is an
opportunity for China to transform.
We will have a chance to peacefully compete with the CCP. If Xi Jinping
refuses to reform, he will be overthrown by the people.
Rebuilding Hong Kong’s Liberal Democratic
Order
Elmer Yuen
Gong-yi is a famous electronics industrialist, current affairs commentator and
anti-communist pioneer from Hong Kong.
During the Anti-Extradition Law Amendment Bill Movement in 2019, Yuen
went to the United States many times to lobby the Trump administration to
impose sanctions on the Chinese government, hoping to use American power to
overthrow the one-party system of the CCP.
In July of the following year, the U.S. Congress unanimously passed the
"Hong Kong Autonomy Act" to impose sanctions on people and entities
allegedly undermining Hong Kong's democratic system.
Yuen spoke:
Under the CCP’s National Security Law, Hong Kong’s economy has shrunk and
plummeted, while its freedom and democratic Western political systems have also
disappeared. Hong Kong people
continue to flee overseas. For us,
Hong Kong is the Hong Kong of Hong Kong people. It does not belong to the CCP government,
nor to the British royal family.
Therefore, Hong Kong people must step forward and clean up the house on
their own. The Chinese economy and
society have been brought to a standstill by Xi Jinping. Hong Kong should not die with the fall
of the CCP. Hong Kong must prepare
early.
Nearly 500,000
Hong Kong people have been exiled overseas. We are forming a non-governmental
parliament in Hong Kong through the Internet. Through fair online elections, we will
elect Hong Kong people’s own legislators and take over the work of the Hong
Kong government at the right time.
This is what we Hong Kong people are doing.
The "Congress on China’s
Directions" Needs a Backbone With Professional Capabilities
Tienchi
Martin-Liao (President of Sino Euro Voices and Vice Chairman of PEN
International's Peace Committee) pointed out: After the first "Congress on
China’s Directions", the first step is to adopt a program and strategy,
and the next step is the training of professionals. In the future, the Congress on China’s
Directions should: 1. Attract young generations from home and abroad to join;
2. Connect and unite forces within Mainland China; 3. Strive for international
support and assistance. The more
mistakes the Xi regime makes, the wider opportunities will be for us.
Nowadays,
there are many overseas pro-democracy organizations, and they are standing in
clusters of their own. They hold
meetings, shout slogans, and send some messages to their own mailboxes. These actions are considered as
pro-democracy work, but it is just for their own entertainment and to deceive
the world and steal their reputation.
Therefore, the "Congress on China’s Directions" urgently needs
to hold several training sessions for leaders. It is recommended that the venue be
arranged at Taiwan Cilin Memorial Hall to learn systematically from the
democratic movement organizations in Taiwan.
If You Have money, Give Money; If You Have
Manpower, Provide Manpower; Everyone Should Do Their Best
When the
"Congress on China’s Directions" opens, everyone should do their
part.
Nowadays, more
and more Chinese are exiled overseas to places such as the United States and
the United Kingdom. The Chinese
people have lost confidence in the CCP, with mass unemployment, economic
recession, and migrant peasant workers have lost their jobs in the cities. Especially when students graduated from
colleges, they are forced to join the ranks of the unemployed.
In particular,
private business owners and corrupt officials have fled Mainland China with
their money. In recent years, an
increasing number of people of all types have fled to Western countries. Some entrepreneurs have suggested that
domestic capitalists are fleeing who need help from the Chinese democracy
movement to solve the problem of overseas residence rights. These entrepreneurs appealed to the
Chinese democratic movement to lend a helping hand to help, and to overthrow
the CCP's authoritarian system together.
Those who have the strength and money to contribute, should do their
best and realize their responsibilities.
The biggest
problem of the "Congress on China’s Directions" at the moment is the
lack of funds. We hope to get help
from all walks of life!
Huang Ciping Communicated With Conference
Participants
Huang Ciping,
Secretary-General of the Overseas Chinese Democracy Coalition, answered some
questions from the participants:
1. The game
between the United States and China and the confrontation between the United
States and Europe against China and Russia have ushered in a new cold war
globally. The global economic
weakness, crisis, and collapse have once again triggered the problem of global
resource redistribution. This is
the pressure of the external international situation against the pressure from
the CCP system.
2. The emergence
of anti-system and anti-CCP groups within China, mainly among the intellectual
elite of society and officials at all levels of government who are dissatisfied
with the central authoritarian rule of the CCP, will effectively catalyze the
collapse of the CCP ruling class.
3. The
incidents of (Foreign Affair Minister) Qin Gang, (Defense Minister) Li Shangfu,
and a group of generals falling out of grace showed that there were serious
problems and crises in the CCP national system. There were fewer and fewer trustworthy
people around Xi Jinping, accelerating the end of the CCP system.
4. The purpose
of holding the "Congress on China’s Directions" is to set policies
and strategies, gather organizations and talents, prepare overall measures and
plans, etc. as early as possible, so as to strive for a peaceful transition and
save the Chinese people from torment and suffering.
5. The
Congress on China’s Directions is equivalent to the early Continental Congress
in the United States, which was the predecessor of the US Congress after the
founding of the United States. This
is in preparation for the future political parliament of a democratic China.

1月20-21日,在倫敦舉行「國是會議」歐洲征集與商討會議,由中國民主運動海外聯席會議、英國民主黨總部、歐洲之聲聯合籌辦。
什麼是「國是會議」?
魏京生、王丹、王軍濤在舊金山倡議,將在海內外舉行中國「國是會議」,其目標與任務:商議結束中共腐敗暴政,建立民主中國的方案,作為對中國和世界前途負責任的政治力量,作為國際民主陣營不可或缺的組成部分。只有當全體人民驚醒,具備信仰、增強意識、充滿信心,建立中國憲政民主制度才具有希望與憧憬。
為什麽舉辦「國是會議」?
魏京生指出:在中共一黨專制統治下,沒有人是安全的,沒有人可以不受剝削和壓迫。沒有法律保障,沒有人權,即使你一時得利得勢,那也是暫時的,誰都逃脫不了這一厄運。
當今中國處於危難之中,是四十多年來的至暗時刻!國內國外的矛盾愈演愈烈,國內各階級之間的矛盾也愈演愈烈,共產黨內部的矛盾也愈演愈烈。這樣的局面,就是中共政權即將崩潰的局面。
什麽時候崩潰?如何崩潰?難以預測與判斷,將可能的變局導向建立民主人權的制度,是我們需要開始的工作,需要提前設計,提出方案,如同當年美國建國之初召開的大陸會議一樣,這是避免整個社會失去方向的必須工作。
建立憲政民主制度人人有責
中國民主黨英國總部主席王冠儒是倫敦會議籌備人之一,他的發言:「國是會議」歐洲意見征集與商討會很重要,我們共同肩負著改變中國歷史的使命,我們的目標是終結中共腐敗、獨裁的統治,為建立一個自由、⺠主、公平的中國而努力。中國人⺠渴望結束專制、獨裁統治,唯有通過自由⺠主制度,我們才能擺脫暴政、獨裁,實現公平的發展,促使國家繁榮穩定,同時為全球和平發展貢獻力量。
台灣作為民主典範,有很多值得我們學習和借鑒的地方與經驗。本次的國是會議象征著現代中國⺠主憲政國運發展的集大成之智。我們期待這次會議凝聚全球各領域的智慧,為結束中共暴政、建立憲政⺠主制度提供堅實的道路。這次「國是會議」將成為一個力量匯聚的時刻,我們要共同努力,建立廣泛的⺠主革命大聯盟,與台灣、香港、⻄藏、維吾爾、南蒙古等各⺠主力量緊密合作,共同推動並建立未來中國的憲政⺠主制度。
懸紅通緝者聲音
與會者霍嘉志、蔡明達,均是新近被港國安處發布百萬元懸紅的通緝政治要犯之一。
霍嘉志、蔡明達在會上慷慨激昂的發言,表達了對踐踏香港自由民主的《國安法》不屑一顧,他們憧憬與希望香港恢復真正公平正義的民選立法會,而不是由中共政府欽點,由一小撮人包攬包裝的所謂「選舉」,他們呼籲香港人警醒,提出在網上進行投票選舉的倡議,為維護香港昔日的自由民主運動而奮鬥。
會場為霍嘉志、蔡明達報以熱烈的掌聲,有朋友道:「你們是香港人的英雄!是天下華裔的英雄!」
台灣站在中國民主一邊
台灣駐德國謝志偉大使的發言:台灣曾經戒嚴了38年,台灣的民主之路經歷了艱難歷程,所以我理解中國民運面臨的艱辛與磨難。這十幾年來,我始終堅定地站在中國民主的一邊,中國的民主事業,台灣要參與,中國不民主,台灣不安全。人們時常說:台灣是亞洲、是天下華裔民主典範、民主燈塔,其實台灣發射出的民主之光、民主之電,不僅照射與輝映全台灣,也普照著天下華裔社會。
大家都知道,台海的危機與對峙,存在了七十餘年,其實並不是「統」與「獨」這麽簡單,是台灣人民維護與堅持自由民主生活模式,不願意被他人他國任意改變,這也符合世界人權宣言精神。1月13日,台灣進行了第八次總統選舉,民進黨的賴清德勝選,中共與中共在台灣的大小代理人,堅持稱是「戰爭與和平」的選擇,其實質是「自由民主與專制獨裁」的選擇。
以往,美國國務卿布林肯一再警示天下:「台海衝突,不是中國大陸內政而是攸關全世界。」1月17日,布林肯在達沃斯再度表示:如果台灣海峽貿易(運輸)「受干擾,將影響整個地球」,而「這是我們現在最不需要的」。他還指出,這是維持和平「非常具體的原因」,因為台灣在全球經濟中「發揮著與其規模不成比例的作用」。
我對中國民主化深具信心,集天下受中共統治者迫害的中國人,我們台灣人,還有香港人、西藏人、維吾爾人、南蒙古人等,團結一心,中國的憲政民主制度一定能實現!
中國政治變革在我們足下
王軍濤的發言:自1976年以來,我經歷了中國民運40多年了,做過街頭運動,辦過函授學校,出版過刊物,打過選戰,也坐過牢,可以說,全世界如果搞反對運動,大概除了武裝起義沒搞之外,其餘的我都已經歷過了。
這四十餘年來,最大的體會與感受:中國民運必須依靠自己的力量。魏京生先生、王丹先生,我們在流亡海外之前,我們都以為能夠得到很多的支持,因為我們在為民主奮鬥,但是事實並非如此。「八九民運」後,當你來自天安門廣場,從總統到議員都會來見你,現在即使是魏京生、王丹和我三人坐一塊兒,也沒什麽人來了。
今天,中國真到了一個大變革的關頭,因為習近平搞獨裁與專制,倒行逆施、違迕人心,中國現在哀鴻遍野,從精英到老百姓,人們對共產黨不抱任何希望,中國又到了一個轉型的時機。可是現在西方世界呢,無論是認清共產黨的人,還是沒認清共產黨的人,都沒有看到這個前景。
但是盎格魯撒克遜英美政治家私下卻感到憂慮與恐怖,一個強大的軍事和經濟存在,對自由民主世界構成了威脅,一個非西方文明國家的崛起,到底能不能和西方國家接軌?甚至要跟民主自由世界爭世界的領導權?
問題是:習近平自己給我們創造了一個很好的機會,他把中國國內搞得非常糟糕的時候,就是中國的一個轉型機會。我們會有一個機會和共產黨和平競爭天下,如果習近平死不改革,那他就會被老百姓推翻。
重建香港自由民主秩序
袁弓夷,香港著名電子工業實業家、時事評論員、反共急先鋒。2019年反修例運動期間,袁弓夷多次前往美國遊說川普政府制裁中國政府,希望借助美國力量推翻中共一黨體制。該年7月,美國國會一致通過《香港自治法》,制裁據稱破壞香港民主制度的人士及實體。
袁弓夷發言:香港在中共《國安法》籠罩下,經濟萎縮、一落千丈,自由與民主西方政體蕩然無存,香港人源源不斷流亡海外,對我們來說,香港是香港人的香港,不是中共政府的,也不是英國皇家的,所以,香港人必須自己挺身而出,清理門戶。中國經濟、中國社會已被習近平折騰得日落西山,香港不能隨著中共倒下去而消亡,香港必須早做準備。
香港人流亡海外已近50萬人,我們正在通過網絡組建香港民間議會,通過網絡公平競選,選出香港人自己的立法委員,屆時接管香港政府的工作,這就是我們香港人正在從事的工作。
「國是會議」需要有專業能力的骨幹
廖天琪(歐洲之聲社長、國際筆會和平委員會副主席)指出:第一屆「國是會議」召開後,首先是通過綱領與策略,接下來就是專業人員的培訓。國是會議未來要:1、吸收海內外青年世代加入;2、聯繫團結大陸內部的力量;3、爭取國際的支持與協助。習政權犯的錯誤越多,為我們創造的機會就越寬廣。
現在海外民運組織眾多,山頭林立、各自為陣,開開會,喊喊口號,在自己郵群組發些信息,就算是民運工作了,這只是自娛自樂、欺世盜名而已。所以「國是會議」急需舉辦幾次負責人培訓工作,建議地點安排在台灣慈林紀念館,向台灣民主運動工作組織系統學習與取經。
有錢出錢、有力出力、各盡所能
開啟「國是會議」,每個人都應該盡自己的一份心意。
時下,流亡海外的中國人日益增多,如美國、英國等,中國百姓對中共喪失了信心,大批的失業、經濟的衰退、農民工失去了城市的工作,特別是學生走出校門,面對的即是加入失業大軍。
特別是大陸私有企業主、貪官汙吏攜款外逃,近年來,逃亡西方國家的各類人日益增多,有一些企業家提出:國內資本家外逃,需要中國民運給予幫助,幫助解決海外的居住權問題。這些企業家呼籲:請中國民運伸出援手,幫助我們,推翻中共專制體制,有力出力、有錢出錢,各盡所能、各施其責。
眼下「國是會議」最大的問題是經費匱乏,希望得到社會各界援手與相助!
黃慈萍和與會者交流
中國民主運動海外聯席會議秘書長黃慈萍回答了與會者一些問題:
1、美中博弈、美歐與中俄對峙,開啟全球新冷戰,全球經濟疲軟、危機、崩潰,再次引發全球資源再分配問題,這是外部國際形勢的壓力,對中共體制的壓力。
2、國內出現反體制、反中共的群體,而主要出現在社會的知識精英中,以及各級政府的官員等,對中央獨裁統治的不滿,這將有力地催化中共統治階層的傾倒。
3、秦剛、李尚福,緊接著又是一批將軍出事,說明國家體制出現了嚴重的問題與危機,習近平身邊信得過的人越來越少,加速了中共體制的終結。
4、舉辦「國是會議」,是為了早做政策策略的設置、組織與人才的集聚、全局措施與籌劃的準備等,屆時爭取和平接盤,讓中國百姓少受折騰與苦難。
5、國是會議相當於美國早期的大陸會議,是美建國後眾議院的前身,也是為未來民主中國政治議會做準備。
