Overseas Chinese Democracy Movement Holds 1st Congress on China’s Directions to Outline Blueprint for Democratic China

Initiated by overseas Chinese democracy activists Wei Jingsheng, Wang Dan, and Wang Juntao, the 1st Congress on China’s Directions is being held in Washington, DC, the capital of the United States. The objectives of the Congress are to outline a blueprint for a democratic China upon the collapse of the Chinese Communist Party and to induce the entire society to participate in the building of a democracy.

After several months of preparations, the first Congress on China’s Directions will be held closed door during the upcoming weekend of March 2 to 3, in the Greater Capital area of Washington DC, USA.

Radio Free Asia has reported that while the Chinese president Xi Jinping was visiting the United States to attend an Asia-Pacific Economic Cooperation (APEC) summit at the end of last year, several famous overseas Chinese democracy activists held a press conference in San Francisco and announced the initiative to hold the aforementioned Congress on China’s Directions. Mike Gallagher, Chairman of the Select Committee on the Chinese Communist Party of the U.S. House of Representatives was also present to show his support.

Our reporter has learned the Congress on China’s Directions was initiated by Wei Jingsheng, a veteran overseas Chinese democracy activist; Wang Dan, a leader of the 1989 student demonstrations in China; and Wang Juntao, the chairman of the National Committee of the Chinese Democratic Party, with the aim of uniting people from all walks of life to fight against totalitarianism and tyranny of the Chinese Communist Party.

Wei Jingsheng: Proposing the Guiding Principles.

In an interview with RFA, Wei Jingsheng suggested that unlike previous public forums on China's democratization, the first Congress on China’s Directions would not focus on academic debates. He said that “the reason for holding this Congress is to formulate some guiding principles, which will inform people of the kind of democratic system we propose to establish and why this system is relevant to their interests. This is our main objective."

Wei Jingsheng indicated the conference would not dwell much on how to overthrow CCP’s one-party tyranny, but explore China's democratization process after the collapse of CCP. He said that based on our understanding of the nature of the Chinese Communist regime and of Western democratic systems, now should be the best time for people to discuss this subject.

"Now we are at a critical juncture,“ he said. “The Chinese Communist Party is in a very shaky state. Its one-party dictatorship is about to collapse. Therefore, it is feasible to start the democratization process. As to how CCP will collapse, and how we should fight against the regime, there have been extensive discussions over the years. In the past, there was an insistence on being 'peaceful, rational, and non-violent'. However, that idea has since been rejected by most people."

Wei revealed that there would be more conferences on the roadmap of China's democratization, and that in-depth discussions in all areas would be held to come up with a beneficial and feasible plan.

Wang Dan: Outlining a Blueprint.

Wang Dan told RFA that the building of a democratic country is the ultimate goal of the Congress on China’s Directions. "We hope that the new China will be formed on a constitutionalist and democratic foundation. However, the construction of any building must start at the breaking of the ground. Therefore, it’s our hope to outline a schematic blueprint for the new nation in the first Congress, including its legal, educational, political, and economic institutions, or at minimum identify topics that will need discussions by all stakeholders. If we can achieve these objectives at the first Congress, we would consider it as a success."

Wang Dan also suggested that this conference is not to establish a new organization for promoting China's democratization, but rather to provide an open forum aimed at inducing the entire society to participate in promoting China's democratic progress.

Wang Juntao: Calling for Reconstruction of the Republic.

Wang Juntao, another initiator of the Congress on China’s Directions told RFA that "if the Chinese democracy movement truly wants to reconstruct a republic, its members will need to raise political propositions and work out issues to be resolved. This is going to be an all-encompassing endeavor during the Congress."

He thinks that the biggest evil of the one-party tyranny is its excessive control of the society, and a key issue to be discussed at this Congress is the reining in of the unlimited power of the CCP regime, both during the transitional period upon the collapse of the regime and while the new democratic China is being perfected.

"No matter the form the democracy will take, the government we are going to establish will be a limited one. No matter how diversified it will be, the government has to be limited in its responsibilities, and in principle should not interfere with affairs that the private sector can operate and resolve, and especially shall not unreasonably infringe on its citizens' rights.”

由中国海外民运人士魏京生、王丹、王军涛等发起的"国是会议"将于近日在美国首都华盛顿召开。据悉，本次会议旨在为中共垮台后的民主中国勾画蓝图，并引入全社会参与民主建设。

经过几个月的筹备，第一届“国是会议”的闭门研讨活动将于这个本周末的3月2至3日，在美国首都华盛顿举行。

本台曾报道，去年底中国国家主席习近平到访美国出席亚太经合组织（APEC）峰会期间，多位海外知名民运人士曾在旧金山召开新闻发布会，发布了举办上述“国是会议”的倡议。当时，美国国会众议院美国与中国共产党战略竞争特设委员会主席加拉格尔（Mike Gallagher）也曾到场表达支持。

据本台记者了解，这场由资深中国海外民主人士魏京生、八九学运领袖王丹及中国民主党全国委员会主席王军涛发起的“国是会议”，旨在团结各界民众反抗中共极权、暴政。

魏京生：提出纲领

魏京生在接受本台采访时表示，与以往有关中国民主化的公众会议不同，本次首届“国是会议”并非聚焦学术问题上。他说：“之所以有这次会议，是希望出一个纲领性的东西，让所有的人知道，我们要建立一个什么样的民主制度，这个制度和大家利益有什么相关，这是我们的主要目的。”

魏京生表示，本次会议并不过多涉及如何推翻中共的一党暴政，而是探讨中共垮台后中国的民主发展进程。他说，基于对中共政权的本质及西方民主制度的认知，当下应是各界探讨这一议题的最佳时机。

他说：“现在形势也到了，中国共产党眼看摇摇欲坠了。中共的一党专政要垮台，这样才有可能开始民主的进程。但关于中共如何垮台、如何和中共进行斗争，这个问题已经讨论很多年了。过去有一种说法，‘和平、理性、非暴力’，这种说法现在绝大多数人都否定了。”

魏京生透露，有关中国民主化方案的问题在后续会有更多会议，而各个细化的领域都将具体讨论如何建立良性的可行方案。

王丹：勾画蓝图

王丹告诉本台，民主建国是“国是会议”的最终目标。

他说：“希望未来新的中国建立在宪政、民主的基础上，但是一座大厦也要从头砌起。所以，第一次会议希望勾画出未来新的国家的一个基本蓝图，包括法律、教育、政治制度、经济制度等等，至少能够确定有哪些需要邀请各方进行讨论的。如果第一次会议能够取得这样的成果，在我们看来就是一个成功。”

王丹还表示，本次会议并不是要成立一个新的组织去推动中国民主化事业，而是提供一个开放的平台，旨在引入全社会参与推动中国的民主进步。

王军涛：再建共和

“国是会议”的另一位发起人王军涛向本台表示：“中国民主运动真要再建共和的话，有哪些政治主张、有哪些问题，大家都会在会上提出来，这个诉求会很广泛。”

他认为，一党暴政的最大弊端在于对社会管控过多，而本次会议着重探讨的内容，无论是涉及中共政权垮台后的过渡阶段，还是完善的民主中国，政府的无限权力都需要被制约。

他说：“我们将来要建立的政府是有限的政府，不管采取哪种民主政府的形式。但是不管多么多样化，政府是有限责任，基本上不干预民间能够运营和解决的问题，对公民权利不能进行过多干预。”
