Opening Speech
at the First Congress on China’s Directions

There is a
saying that our Congress is modeled after the Continental Congress before,
during, and after the American Revolutionary War that founded the United States
to formulate a program for the founding of the country. This statement is not accurate enough.
When the
United States was founded, the thirteen states had a basic system of local
self-government. The local
self-government system in Chinese society has long been completely destroyed by
the Chinese Communist Party (CCP).
The Continental Congress of the United States was held on its own
soil. However, now the land and
people of China are completely under the control of the CCP. There is no opportunity for free
discussion.
Therefore, we
can only formulate an ideal outline for China's future democratic reform in a
foreign environment. The real
constitution must be done through representative institutions after legal
elections. Therefore, the
democratic reform in China is fundamentally different from that of the United
States. The first tasks are to
overthrow the tyranny of the Chinese Communist Party, establish freedom of
speech, an independent judiciary, and nationalize the military before the
process of democratic reform can begin.
Without these
prerequisites, so-called elections cannot represent the people's wishes and
interests. Only after the threat of
military dictatorship is eliminated, an environment for freedom of speech is
established, and is guaranteed by the rule of law, can elections be legal and
fair.
We are now
taking advantage of being overseas with the free speech environment to propose
an outline to guide the democratization process that is about to begin in
China, and to give a reference to the people with breadth vision and others
inside of China. I hope everyone
can speak freely with this purpose in mind and make your own contribution to
democratization in China.

第一届“国是会议”开幕辞

有一种说法是我们这次会议是仿照美国开国时期大陆会议的模式,制定一个建国纲领。这个说法不够准确。
美国建国时的十三州,有基本的地方自治体系。而中国社会的地方自治体系,早就被中国共产党破坏殆尽。美国的大陆会议在自己的土地上进行的。而现在中国的土地和人民完全在中共的控制之下,没有自由讨论的机会。
所以我们只能在国外的环境下,为将来中国的民主改革,制定一个理想的提纲。真正的宪法要到合法的选举之后的代议制机构去做。因此中国的民主改革和美国有根本的不同。首先的任务是推翻中共的暴政,建立起言论自由,独立司法和军队国家化之后,才能开始民主改革的过程。
没有这几个先决条件,所谓的选举并不能代表人民的愿望和利益。只有在消除了军事独裁的威胁,建立起言论自由的环境,并且得到法制的保障之后,选举才能是合法的和公正的。
我们现在就是利用在海外可以进行自由讨论的环境,提出一份纲领,指导将要开始的民主化进程,给国内的有识之士和民众一个参考。希望大家抱着这个目的畅所欲言,为中国的民主化做出自己的贡献。
